    Knowledge Action Change (KAC) has released a briefing paper on the rapid fall in cigarette sales in Japan following the introduction of heated-tobacco products (HTP).

    Titled “Cigarette Sales Halved: Heated-Tobacco Products and the Japanese Experience,” the paper explores some of the social and cultural factors that have made Japan particularly suited to HTP and provides a case study showcasing the potential of tobacco harm reduction through the adoption of safer nicotine products.

    As well as referencing a number of peer-reviewed science papers, the briefing paper, available in 12 languages, also includes some new Global State of Tobacco Harm Reduction research, which compares up-to-date sales figures that emphasize the changing nature of cigarette and HTP consumption.

    According to KAC, the success of HTP in Japan offers significant hope of their potential to reduce cigarette sales in other similar countries.

    “The speed and scale of the change in Japan shows just how quickly things can improve when those people already consuming nicotine are given access to a safer alternative,” said KAC Director David MacKintosh in a statement.

    “This is not the result of a specific government policy or initiative, yet the benefits to individuals and society are significant. There are lessons to be learnt from Japan by all those who wish to see the use of combustible tobacco consigned to the history books. Harm reduction is about giving people the opportunity to improve their own health and the health of those around them. Given the chance, most people will do just that.”

    Japan Tobacco announced the launch Ploom X Advanced, a new model of heated tobacco device that has evolved in terms of taste and user comfort.

    The company believes the new device will play a significant role in its mid- to long-term business strategy.

    According to JT, the new device represents a significant improvement over the current model and incorporates advanced features, including:

    • An upgraded heating technology, dubbed “Power Heatflow,” which increases the maximum heating temperature from 295 degrees Celsius to 320 degrees Celsius to provide a richer flavor experience.
    • A new automatic heating function that automatically starts heating when a stick is inserted into the device.
    • Reduced charging time from approximately 110 minutes for the current model to approximately 90 minutes.

    The device will be available at convenience stores and tobacco retailers nationwide in Japan starting on Nov. 21, 2023, at a suggested, tax-included retail price of ¥1,980 ($13.22).

    Following the launch of Ploom X Advanced, JT will discontinue sales of the current Ploom X model in Japan.

    Japan Tobacco Launches ‘With 2’ Infused Tobacco Brand

    Japan Tobacco has launched With 2, a new infused tobacco vapor device. It will be sold at convenience stores and tobacco stores in Japan beginning Sept. 5, 2023, and will be available for presale online from Aug. 7, 2023.

    With 2 is the first device of the new infused tobacco brand With. It features JT’s unique infused technology, which generates vapor while an atomized liquid passes through a capsule containing granulated tobacco.

    Since tobacco vapor is generated the moment it’s inhaled, there is no delay in delivery, JT explained in a press note.

    There is almost no tobacco smoke smell with the product since tobacco leaves are not directly heated. The device is equipped with a dual mode that allows consumers to switch between two heating modes at the touch of a button.

    The high mode produces 1.3 times more vapor than the normal mode, delivering a more intense flavor experience, according to JT.

    The government in Japan is poised to allow the use of medical marijuana to treat patients with intractable diseases, according to the outline of bills revealed last week.

    The government is considering submitting bills including one to revise the Cannabis Control Law during the current Diet (the national legislature of Japan) session, according to Japan News.

    The proposed revision would also criminalize the use of marijuana without a prescription.

    In countries including the United States and Britain, medicine made from cannabis plants is used to treat patients with intractable epilepsy and other diseases for which existing drugs are ineffective. In Hong Kong, however, THC and non-intoxicating CBD are both banned.

    Cannabis plants contain a substance that has an intoxicating effect, which is one of the reasons why the use of marijuana in medicine is prohibited in Japan. The proposed revision would enable such patients to use drugs made from cannabis plants.

    On the use of marijuana, there are currently no penalties for using it because farmers who cultivate cannabis with permission from prefectural governors might intake substances from the plant during harvesting.

    British American Tobacco has surprised some observers by calling for higher cigarette taxes in Japan, reports the Japan Times.

    The company has submitted the request in writing to a group of lawmakers ahead of a tax system reform scheduled for 2022.

    The unusual move by a tobacco-maker comes as Japan is slated to raise its tobacco tax only for heat-not-burn (HnB) tobacco products in October 2022, which is expected to make some of such products more expensive than cigarettes.

    BAT is concerned that this will discourage smokers from switching to HnB products, which the company believes are less harmful to health than combustible cigarettes.

    The company is also requesting that the tax on heat-not-burn tobacco be increased at a slower pace than that for cigarettes in the medium to long run.

    In 2018, the government decided to increase the cigarette tax by ¥1 per cigarette each in 2018, 2020 and 2021 and the tax on heat-not-burn products in five stages from 2018 to 2022.

    According to the Tobacco Institute of Japan (TIOJ), sales of cigarettes in fiscal 2020, which ended last March, dropped 11.8 percent from the previous year to ¥2.47 trillion, due in part to a fall in opportunities to smoke outside home as people stayed at home amid the coronavirus pandemic.

    Tobacco harm reduction activists attribute the sharp drop in smoking to the rising popularity of HnB products.

    The TIOJ’s first survey of HnB products showed sales of ¥1.06 trillion, or more than 40 percent of the country’s cigarette sales.

    KT&G launched its heated tobacco product (HTP), lil SOLID 2.0, in four countries – Armenia and Serbia in Eastern Europe and Kazakhstan and Kyrgyzstan in Central Asia in the second quarter of this year. KT&G is now exporting the lil SOLID series to seven countries and plans to ship them to more countries in the near future.

    The latest version of the lil SOLID series the tobacco firm introduced in 2017, the lil SOLID 2.0 has an upgraded design and performance. Lil SOLID is an HTP used to smoke Fiit tobacco sticks, according to the Korea Times. The new version was launched first in the Korean market in January and customers praised the products product for the battery life offered and its induction heater system.

    “Our product, lil, is gaining popularity in the export markets thanks to our collaboration with Philip Morris International,” Lim Wang-seop, head of KT&G NGP Business Division, said during a conference call held in February. “We originally set a goal of entering a single-digit number of countries this year, but we have changed it to the double digits.”

    KT&G previously entered the overseas markets in August 2020, with Russia as the first export country for its very first lil SOLID product. One month later, the tobacco firm started selling the e-cigarette in Ukraine as well.

    In the following month, KT&G also advanced into the Japanese market with lil HYBRID 2.0 and MIXX. The product was only available in Fukuoka and Miyagi first, but after the had gained popularity in just four months, KT&G decided to expand across the country.

    Japan is globally the largest consumer of e-cigarettes and is a market where various products are vying for market share. Industry sources say that KT&G’s hybrid e-cigarette successfully differentiates itself from the existing products and has received positive feedback.

    Between 2015 and 2019, total cigarette sales in Japan dropped by 34 percent, which can be associated with the commercial launch of heated tobacco products (HTPs), according to a white paper prepared by Frost & Sullivan and Philip Morris International (PMI).

    Titled Tobacco Harm Reduction and Novel Nicotine and Tobacco Products: Evidence from the Japanese Market, the report covers the impact of the commercial launch of novel nicotine and tobacco products (NNTPS) on tobacco use in japan and discusses the regulatory approach that the Japanese government is taking with regard to these products. It focuses on the Japanese market because HTPs have been commercially available in the country since 2013, and Japan is the largest market for HTPs, despite the absence of a formal THR policy to encourage this.

    “The commercial availability of HTPs in Japan is associated with a significant drop in conventional cigarette sales, well ahead of the previous rate of decline,” explains Mark Dougan, consulting director, healthcare, Frost & Sullivan.

    “Moreover, even after HTPs became available, sales of all tobacco products (HTPs and conventional cigarettes) continued to fall. Although there is mixed evidence, data from the 2019 National Health Survey indicates that 76 percent of consumers who use HTPs do so exclusively. Only 24 percent of HTP users maintain dual-use.”

    According to Dougan, the Japanese government is differentiating HTPs from conventional cigarettes in regulations such as taxation, health warnings and indoor use restrictions, with HTPs generally receiving less-stringent regulatory settings than conventional cigarettes.

    Frost & Sullivan also noted that the availability of HTPs has had a low impact on the initiation of tobacco use by never-smokers and re-initiation by former smokers. In addition, HTPs are also less likely to cause household fires than conventional cigarettes, which are the leading cause of household fires in Japan.

    The remarkable recent decline of smoking Japan was also covered during the recent GTNF by Hiroya Kumamaru, a cardiovascular surgeon and vice director of AOI International Hospital in Kawasaki.

    Japan’s smoking rate fell to a record low last year, reports NHK World, citing to a government survey.

    The health ministry surveyed about 5,700 people aged 20 or over last November.

    The percentage of men and women who regularly smoke stood at 16.7 percent. That’s down 1.1 percentage points from a year earlier, and the lowest since the survey began in 1986.

    The ratio for men was 27.1 percent, down 11.1 points over the past decade. The figure for women was 7.6 percent, down 3.3 points over the same period.

    During the recent virtual Global Tobacco & Nicotine Forum, experts attributed Japan’s rapid decline in traditional smoking to the emergence of heated tobacco products.

    Of male smokers who participated in the recent survey, 27.2 percent said they use heated tobacco products, while 25.2 percent of female smokers said they do so.

    The health ministry aims to lower the smoking rate to 12 percent by fiscal 2022.

    KT&G will launch its Lil Hybrid 2.0 system Miix in Japan on Oct. 26 through its partnership with Philip Morris International (PMI), reports The Korea Times.

    Unlike in Russia and Ukraine, where KT&G released Lil Solid, the Japan will get a Lil Hybrid 2.0 and a dedicated Miix stick. The first products to be sold will be available in matte black, cobalt blue, prism white and metallic bronze.

    Consumers can choose from three stick types: Miix Regular, Miix Ice and Miix Mix.

    “We will continue to provide various options to consumers in overseas markets through continuous cooperation with PMI,” said Lim Wang-seop, head of KT&G’s next-generation product business division.

    Japan Tobacco (JT) will relocate its headquarters to a new location in Tokyo on Oct. 5.

    The new address is: Kamiyacho Trust Tower, 24-6, Toranomon 4-chome, Minato-ku, Tokyo.

    JT will lease the 26th to 30th floors of the building and occupy 19,253.06 square meters of office space.

    The company has approximately 62,000 employees in more than 130 countries.
